CS FOR HOUSE BILL NO. 393(RES) An Act relating to contracts                    
with the state establishing payments in lieu of other taxes by a               
qualified sponsor or qualified sponsor group for projects to develop           
stranded gas resources in the state; providing for the inclusion in the        
contracts of terms making certain adjustments regarding royalty value          
and the timing and notice of the states right to take royalty in kind          
or in value from projects to develop stranded gas resources in the             
state; relating to the effect of the contracts on municipal taxation;          
and providing for an effective date was read the second time.                  
                                                                               
Senator Sharp, Cochair, moved and asked unanimous consent for the              
adoption of the Finance Senate Committee Substitute offered on page            
3971. Without objection, SENATE CS FOR CS FOR HOUSE BILL                       
NO. 393(FIN) was adopted and read the second time.

	Insert "(a)"                                                                  
                                                                               
Page 6, line 20:                                                               
	Delete all material and insert:                                               
		"(1)  is primarily for the transport or export of                            
natural gas or liquefied natural gas;"                                         
                                                                               
Page 6, line 22:                                                               
	Delete "and"                                                                  
                                                                               
Page 6, line 25, following "project":                                          
	Insert "; and                                                                 
		(4)  does not involve the transport of fuel produced                         
with gas-to-liquids technology.                                                
	(b)  The commissioner may not determine that a proposal for                   
new investment is a qualified project under this chapter if the project        
or proposal involves the transport of fuel produced with gas-to-
